In practice
Shown on the B/L as 'Freight Prepaid' or 'Freight Collect'. Local charges can be split: freight prepaid but destination charges collect is normal under CFR or CIF. Carriers will not release cargo until collect charges are paid.

Watch out
CC on a freight document means collect, not carbon copy.
