An instruction from the carrier's origin office allowing cargo to be released at destination without the original B/L.
In practice
The shipper surrenders the originals at origin (or none are printed) and the carrier sends a message to the destination office. The consignee then collects on identity. Faster than couriering originals but the shipper loses the ability to hold cargo for payment once released.
