In practice
Every permit application goes through TradeNet, either via a declaring agent's software or the government front-end. It routes the declaration to Singapore Customs and, where needed, to agencies like SFA, HSA, or NEA, and returns an approved permit with a permit number. Declaring agents must be registered with Customs.
